COMBINED SYNOPSIS/SOLICITATION The Government hereby submits a notice of intent to award a 5-year Blanket Purchase Agreement (BPA) for the procurement of Defense Acquisition University (DAU) Equivalency Reviews and Re-evaluations. At the Naval Postgraduate School (NPS), certain courses have dual accreditation or accompanying Defense Acquisition University (DAU) certifications. NPS courses that meet the learning objectives of one or more DAU courses are called "equivalent products" or "equivalencies.” The certification of a course gives credit for DAU learning objectives to students at the same time they attend an NPS course. These certifications are validated by an objective third party who reviews NPS course materials and makes recommendations for certification to DAU. The reviews provided by the third-party organization are required by DAU Directive 708 in order to maintain DAU certification. The use of FAR 13.303 procedures will avoid the writing of repetitive purchase orders under the SAT. There is no existing requirements contract for the same service that NPS is required to use. The NAICS code is 611430 and the Small Business Size Standard is $11 million employees. EVALUATION: LOWEST PRICE TECHNICALLY ACCEPTABLE Procedures in FAR 13.106 are applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors. A combination of price and Minimal Technical Requirements/Salient Characteristics as in the above Statement of Requirements, delivery date, a determination of responsibility, on a technically acceptable lowest price basis.
