The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando, FL intends to award a sole source contract under the authority of 10 USC 2304 (c) (1) as implemented by FAR 6.302-1 to Northrop Grumman Corporation Aerospace Systems (NGAS), 2000 West NASA Blvd., Melbourne, FL 32904 for the Department of the Navy in support of the Foreign Military Sales (FMS) for the Japanese Ministry of Defense (JMoD) E-2D Weapons System Trainer (WST) Spares Support Package. NGAS is the directed source for the E-2D WST; however, the Aircraft Common Equipment (ACE) Spares Support Package is not. NGAS is the E-2D WST manufacturer and is the only source for the ACE Spares Support Package as the majority of hardware/software installed on the trainer will be configured to particular JMoD specification. NGAS will manage the procurement, provide configuration management, labeling, storage, and packaging of all spare parts. It is critical for the ACE Spares Support Package to be coordinated and shipped intact to trainer site. The E-2D WST ACE Spares Support Package is provided as Attachment 1. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND: Ongoing market research performed by the Government supports there does not exist a commercially available item or non-developmental item to satisfy the Government’s requirement. NGAS designed the E-2D aircraft with these parts to meet trainer specifications and remains sole source who can meet the form, fit, function requirements necessary for timely delivery. REQUIRED CAPABILITIES: The Government requires the requisite E-2D knowledge, experience, and technical expertise to continue production of the aircraft trainer peculiar part to meet the Department of the Navy’s need date. SPECIAL REQUIREMENTS: Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment in accordance with DFARS clauses 225.7003 and 252.225-7009, inclusive of Class Deviations 2008-O0002, unless an exception applies. ELIGIBILITY: The applicable NAICS code for this requirement is 336413 (Other Aircraft Part and Auxiliary Equipment Manufacturing). The Product Service Code (PSC) is 1680 (Miscellaneous Aircraft Accessories and Components). All new entities registering in the General Services Administration (GSA) System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an “Active� status as the government cannot award to an entity without an “Active� SAM registration. More information can be found at www.gsa.gov/samupdate.   SUBMISSION DETAILS: This Pre-Solicitation notice is not a request for competitive proposals. It is a notice to outline the Government’s intent to contract on a sole source basis with Northrop Grumman Corporation Aerospace Systems. Interested sources shall submit their written technical capabilities to provide the supplies referenced in this document. Written response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses shall include Company Name, Company Address, Company Business Size, and Points of Contact including name, phone number, fax number, and e-mail address. Detailed written capabilities must be submitted by email to Ms. Mary Munroe (mary.munroe@navy.mil) in an electronic format that is compatible with Microsoft Office 2010 applications (MS Word), no later than 2:00 PM Daylight Savings Time (DST) on Thursday, 18 July 2019. Verbal submissions via phone will not be honored. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted. If no responses are received from this notice, a justification and approval for other than full and open competition in accordance with statutory authority of 10 USC 2304 (c) (1) as implemented by FAR 6.302-1 will be pursued. If conducted as a sole source procurement, a separate updated synopsis will not follow since the intent of FAR 5.201 and 5.204 is met.
