Contractor Operated Primary Training- Rotary (COPT-R)
The U.S. Government requires a contractor to provide primary rotary-wing flight training for Naval Flight Students from Training Air Wing FIVE, with class sizes not exceeding eight students. The training must meet specific FAA Private Pilot (Helicopter) requirements, with noted exceptions to solo flight experience. Services must be performed under the contractor's own FAA Part 141 and/or 142 certification. The Government requires responses to L-2 questions by 5:00 PM EST on November 5, 2025. An amendment was released on November 7, 2025, to correct the solicitation and provide updated information.
