This is a combined synopsis/solicitation for non-commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) part 13, as supplemented with additional information included in this notice. This announcement constitutes the synopsis and solicitation of the quoted item; no additional request for quotes and/or request for solicitation will be issued. This solicitation is issued as Request for Quotation (RFQ) N6134023R0079 and incorporates the provisions and clauses through Federal Acquisition Circular (FAC) 2023-01. This procurement is being solicited as a sole source to Lockheed Martin. The North American Classification System (NAICS) code for this effort is 334111 (Electronic Computer Manufacturing) with a size standard of 1,250 employees. This procurement will be awarded using the Simplified Acquisition Procedures (SAP) outlined in FAR part 13. Naval Air Warfare Center Training Systems Division (NAWCTSD) in Orlando, Florida intends to issue a Firm Fixed Price (FFP) purchase order. All quote information shall be furnished at no cost or obligation to the Government. Requirement Description: The purpose of this procurement is to acquire an Automated Launch of Expendables (ALEX) Processor unit to facilitate the launch of chaff to deter threats. This processor unit is a full "turn key" solution. The Freedom Variant Littoral Combat Ships (LCS) use a hardware and software profile for the ALEX system used for the Integrated Tactical Trainer (ITT-1C) located at the LCS Littoral Training Facility (LTF) to prepare sailors for fleet service in Mayport, FL. The required materials (descriptions, specifications, part number, and quantities) are identified in CLIN 0001 below. Configuration control is of significant importance, as the current environment and support structures (e.g., classroom dimensions, connectivity, environmental controls, utility capacity, etc.) cannot be altered without significant additional expense (cost and schedule) or negatively impacting training capacity. SOURCES SOUGHT INTRODUCTION The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando, FL intends to sole source the ITT-1C spare purchase effort to Lockheed Martin (LM) Rotary and Mission Systems (RMS) (Cage Code 16331) of Orlando, FL under the authority of 10 USC 3204(a)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. LM is the Original Equipment Manufacturer (OEM) for the ITT-1C ALEX Processor and the only source capable of meeting the form, fit, and function requirements in a timely manner. In order to comply with DFARS PGI 206.302-1, the Government is seeking information on the availability of potential comparable sources to provide the ITT-1C spare part to the fleet. PLACES OF PERFORMANCE Littoral Training Facility (LTF), Mayport, FL. PROGRAM BACKGROUND The Freedom Variant Littoral Combat Ships (LCS) use a hardware (HW) and software (SW) profile for the Automated Launch of Expendables (ALEX) system that the LTF must train to in order to prepare sailors for fleet service. NAWCTSD, Orlando, FL has a requirement to procure a spare ALEX Processor to support the Integrated Tactical Trainers (ITTs) located at Naval Station Mayport. Ongoing market research performed by the Government supports there does not exist a commercially available item or non-developmental item to satisfy the Government’s requirement. The subject listed ALEX unit meets requirements of NAWCTSD Performance Specification 190007 Rev E and NAWCTSD performance Specification 150044 Rev D, which govern requirements for ITT-1C (N6134020C0003) and ITT-1B (N6134012D51110003), respectively. Lockheed Martin (LM) is the only supplier of the Alex processor unit used on Freedom Variant LCS. The only way for the ITT-1 trainers to provide adequate training to the fleet is to maintain the HW and SW profile which is used on the tactical platforms themselves. Deviating from shipboard components would eliminate any and all fidelity of the training the fleet provides at LTF Mayport. LM remains the Original Equipment Manufacturer (OEM) who can meet the form, fit, function requirements necessary for timely delivery. A single award is anticipated for execution before June 30, 2023. REQUIRED CAPABILITIES The Government requires the requisite ALEX Processor knowledge, experience, and technical expertise including access to LCS ITT-1C proprietary data. ELIGIBILITY The applicable NAICS code for this requirement is 334111 (Electronic Computer Manufacturing), which carries a Small Business size standard of 1250 employees. The Product Service Code (PSC) is 6910 (Training Aids). SUBMISSION DETAILS This sources sought notice is not a request for competitive proposals. It is a notice to determine if a comparable source exists and outlines the Government’s intent to contract on a sole source basis with Lockheed Martin. Interested sources shall submit their written technical capabilities to provide the supplies described above. Written response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
