The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to award a Single-Award ID/IQ via FAR Part 15 as a Total Small Business set-aside on the Firefighting Training Structures and Props (FTSP) program. This contract will be a mix of Firm-Fixed-Price (FFP) and Cost-Reimbursement (no fee) CLINs for Travel and Materials. The Naval Air Warfare Center – Training Systems Division (NAWCTSD) has a requirement to provide initial certification training, operations and maintenance, organizational, Intermediate and Depot level repairs to include service life extension for FTSP trainers located in 52 Continental United States (CONUS) and Outside the Continental United States (OCONUS) locations. These services are primarily on-call services and preventative maintenance, as prioritized by the Contracting Officer’s Representative (COR). Device types include Mobile Aircraft Fire Training Device (MAFTD), Mobile Attack Aircraft Fire Training Device (MAAFTD), ALPINE MV-22 LIVE FIRE TRAINER, Fire Pan Prop, Helicopter Trainer Prop, Car Trainer Prop, Helicopter/Car Combination Trainer Prop, Pressure Vessel prop (tank), Mobile Structural Fire Training Device (MSFTD), Fixed Structural Facility, Aircraft Fire Training Facility, Portable Fire Extinguisher Trainer, SCBA / Confined Space Trainer- Exhaust Fan System, Mobile Submarine/Shipboard Training Device, Fixed Submarine/Shipboard Training Device, and BullEX Fire Training Device. They provide the requisite training for CNIC, MCI, CNATT and 29 Palms Fire & Emergency Services (F&ES) personnel on US Naval activities in various geographical areas. These devices are heavily governed by NAVAIR 00 80R-14 (NATOPS, US Navy Aircraft Firefighting and Rescue Manual) and National Fire Protection Association (NFPA) standards and Accredited Fire Service Certification Programs. Place of performance Multiple CONUS and OCONUS. The period of performance for this ID/IQ is 76-months, not inclusive of the FAR 52.217-8 Option to Extend Services. Start of contractor performance will be 1 December 2023 running through 31 March 2030. Anticipated RFP Release: July 2023 Anticipated Award: November 2023 All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The solicitation will be issued via PIEE, with copies to published to SAM.
