The Department of the Navy, Naval Air Warfare Center Training Systems Division (NAWCTSD), has a requirement to upgrade, test, and deliver a Block Capabilities Upgrade (BCU) on eight (8) classified United States Marine Corps (USMC) AV-8B Deployable Mission Rehearsal Trainers (DMRT). Also included are instructor and maintenance training, provisioning of spares, modifications to existing technical documentation, and Contractor Logistics Support (CLS) at two delivery sites. Five (5) DMRTs are located at Marine Corps Air Stations (MCAS) in Cherry Point, North Carolina (NC), two (2) DMRTs are located at MCAS Yuma, Arizona (AZ) and one (1) DMRT is located at Naval Air Weapons Station (NAWS) China Lake, California (CA). AV-8B Deployable Mission Rehearsal Trainer (DMRT) training Device Block Configuration Upgrade Pre-Solicitation Conference (PSC) PURPOSE: Naval Air Warfare Command Training Systems Division (NAWCTSD) will be conducting a Pre-Solicitation Conference demonstration and Question and Answer (Q&A) session for the AV-8B DMRT Block Configuration Upgrade (BCU) contract. The purpose of the conference is to provide interested small business TSC IV Prime awardees with an opportunity to familiarize themselves with the AV-8B DMRT device and technical data library, which consists of Government Furnished Information (GFI) and draft requirement documents. In addition, opportunities for one-on-one Q&A sessions with government representatives will be offered in designated time blocks. The technical data library can be made available before the event, by request. DISCLAIMER: This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind. The Government will not assume liability for costs incurred by any offeror for presentations, marketing efforts or as a result of data offered for examination. Therefore, the cost of preparing information in response to this notice is not considered an allowable direct charge to the Government. CONFERENCE DETAILS: This event will be held Tues., 15 March 2022 aboard Marine Corps Air Station (MCAS) Cherry Point and will begin at 08:15 at the 2nd Marine Aircraft Wing (MAW) Marine Aviation Training Support Squadron (MATSS) building 286, 4th Ave., Cherry Point, NC 28533. From there the event will move, escorted by Government personnel, to building 4066 for a demonstration of the DMRTs. After an intermission for lunch, assigned timeslots will be available for individual contractor Q&A sessions. These sessions will occur in building 286. And will be scheduled for 1300-1345, 1345-1430, 1430-1515, 1515-1600 and 1600-1645. Additional slots will be scheduled the same day, if necessary. REGISTRATION DETAILS To participate in the DMRT demonstration and Q&A, all attendees must register by sending a plain text email to both points of contact below. E-mail SUBJECT line should read “PSC AV-8B DMRT BCU FAMILIARIZATION REGISTRATION.” All registration requests will be confirmed by the Government and will include assignment of a time slot for an individual Q&A session at MCAS Cherry Point, NC. Building 4066 security manager will only allow access to registered attendees.
