These licenses are proprietary to Northrop Grumman Systems Corporation (NGSC). Naval Air Warfare Center Training Systems Division (NAWCTSD) in Orlando, Florida intends to negotiate, on a sole source basis, a Firm-Fixed-Price (FFP) purchase order with NGSC (Cage Code 03956). This purchase order is will be issued under the authority of 10. USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii) “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” The redacted Determination for Sole Source Justification has been attached to this announcement.
