Aviation Training Analysis and Courseware Development Pre-Solicitation Notice This PRE-SOLICITATION NOTICE is for informational purposes only and does not constitute a Request for Proposal (RFP). Responses in any form are not offers and the Government is under no obligation to respond or award a contract as a result of this pre-solicitation notice. Naval Air Warfare Center Training System Division (NAWCTSD) Orlando, Florida has an anticipated requirement for the design, development, and implementation of courseware (self-paced, web delivered, and instructor-led) and supporting materials to include, but not limited to, electronic presentations, instructor guides, student/trainee guides, job performance aids, electronic performance support systems, exercises, visual aids, and interactive Multi-Media Instruction (IMI) to support the Naval Aviation Enterprise (NAE). This anticipated requirement includes providing all labor, material, travel and resources necessary to analyze, design, develop, deliver, implement, and evaluate courseware solutions. The anticipated requirement is primarily focused on providing aviation maintainer and operator (i.e. pilots and aircrew) training and performance solutions. The Center for Naval Aviation Technical Training (CNATT), located in Pensacola, Florida is charged with the development, delivery, and support of technical training for maintenance and support personnel. Fleet Replacement Squadrons (FRSs) and Post-FRS Weapons Schools at multiple sites are responsible for the development and support of training for operators across the Aviation Combat Training Continuum (ACTC). NAWCTSD intends to compete and award a Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The award will contain provisions for issuance of Firm Fixed Price (FFP) Delivery Orders. The anticipated requirement is a follow-on effort to Aviation Courseware Development contract number N63140-16-D-0005. The resulting contract is expected to include a five (5) year ordering period estimated to begin in FY22 and will be 100% set aside for small businesses. The applicable North American Industry Classification System (NAICS) Code is 541330; which carries a $41.5M small business size standard and the applicable PSC code is 6910. The estimated ceiling value of the IDIQ contract is $72,000,000. A draft Statement of Work and draft Contract Data Requirements Lists (CDRLs) for the forthcoming effort has been attached to this pre-solicitation notice. The Government intends to release a draft solicitation in July 2021, with the final solicitation estimated to be issued within the 4th quarter of FY21. Additionally, the Government also intends on conducting a virtual pre-solicitation conference prior to the issuance of the final solicitation. The notification for the pre-solicitation conference will be released as a Special Notice at https://sam.gov/content/home.
