Pre-solicitation Notice and Draft Technical Documents for N61340-21-R-0010. AV-8B Maintenance Training Devices (MTDs) Baseline Configuration Upgrade (BCU) Devices 11H93-11H100 The Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to upgrade and test hardware and software on (8) AV-8B MTDs, devices 11H93-11H100. In addition, NAWCTSD has a requirement for spares for each MTD and a requirement for Contractor Logistics Support. The Draft Statement of Work (SOW), Performance Specifications (PRF), and Contract Data Requirements List (CDRLs) will be made available to interested Small Businesses under the Training Systems Contract (TSC) IV contract vehicle. Should you have questions or feedback regarding the technical documents, please utilize the attached question and answer form. Feedback or questions should be submitted to both Jennifer Thompson and Alana Nunez-Bennett no later than 20 October 2020 at 2:00PM EST. Previously, the Government posted a Sources Sought Notice (SSN) on 26 March 2020 for the AV-8B MTDs BCU for Devices 11H93-11H100. The SSN was issued to all vendors with access to beta.sam.gov with responses due back on 15 April 2020. Based on the results from the SSN, the Government intends to award a Firm-Fixed-Price Delivery Order as a Small Business set-aside under TSC IV. The tentative timeframe for the Government to release the Request for Proposals (RFP) is November 2020. The NAICS code for this procurement is 333318 with a size standard of 1,000 employees. This notice does not constitute an invitation for proposals or an RFP and is not a commitment by the U.S. Government to procure subject products. Responses in any form are not offers and the Government is under no obligation to respond to questions/feedback, nor award a contract because of this announcement.
