The Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to Redevelop and Modernize (R and M) four deep water ranges and add two shallow ranges abutting the existing deep-water Southern California Anti-Submarine Offshore Range (SOAR). The four deep water ranges are as follows: 1. Barking Sands Tactical Underwater Range (BARSTUR) at the Pacific Missile Range Facility (PMRF), Hawaii 2. Barking Sands Undersea Range Expansion (BSURE) at the Pacific Missile Range Facility (PMRF), Hawaii, 3. Atlantic Undersea Test and Evaluation Center (AUTEC) located in the Tongue of the Ocean (TOTO), Bahamas 4. Southern California Anti-Submarine Offshore Range located offshore SCI, California. The two new shallow ranges are as follows: 1. West SWTR located over Tanner/Cortes bank, California 2. East SWTR located on the western side of San Clemente Island (SCI), California The purpose of this amendment is to provide an update to the industry questions and an update to the attachment J-2 specification provided via the competition library. Please refer to the USWTR Inc. II III RFP Questions (Updated 12212020) attached below. Please note that not all required documents are attached below. If you are a small business interested in being the prime contractor for this effort, please be advised that the FAR 52.219-14 Limitations on Subcontracting clause has changed. Deviation 2019-O0003 is now in effect which adds the definition of “Similarly Situated Entity” and changes the 50% calculation for compliance with the clause. Small business primes may now count “first tier subcontracted” work performed by similarly situated entities as if it were performed by the prime itself.
