This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. Combined synopsis/solicitation N61340-20-R-0026 is issued as a request for quote (RFQ) and incorporates the provisions and clauses in effect from regulations posted to http://farsite.hill.af.mil inclusive, but not limited to, Federal Acquisition Circular (FAC) 2019-06. This procurement is being solicited as a Sole Source effort, with an associated NAICS code of 561920 and a size standard of $12,000,000.00. This RFQ sets forth the sets forth the requirement for leasing booth spaces for the InterService/Industry Training, Simulation and Education Conference (I/ITSEC) held 2 December through 6 December 2019 at the Orange County Convention Center (OCCC). National Training and Simulation Association (NTSA) is the exclusive provider authorized for Exhibit space at the OCCC for I/ITSEC 2019. The Government intends to award a sole source purchase order to NTSA in the form of a Firm Fixed Price Contract and the anticipated award date is NLT 6 November 2019. The contractor shall provide Exhibit booth spaces for all associated Government booths, (249, 329, 339, 1433, 1439, 1533, 1539, 2372) at the OCCC for I/ITSEC 2019. The exhibit space shall be provided in accordance to the local safety and operational codes and in a manner that shall maintain a safe facility condition and present a clean, neat and professional appearance. Booths 249, 1433 and 1439 are expected to be proffered, or paid for, by the National Training and Simulation Association (NTSA). CLIN 0001: Booth Space services QUANTITY: 1 Each Interested sources may submit interest and capability to respond to the requirement which demonstrates their ability to meet the needs of the Government, including substantial documentation showing the vendor is authorized to provide exhibit space by the OCCC. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
