SPECIAL NOTE: Due to the crossover into a new fiscal year, the Technical Upgrade and Completion of the USMC ADVTE, hereinafter referred to as ADVTE-Next solicitation number N61340-20-R-0019, is now N61340-21-R-0019. All future posting related to this requirement will be posted under solicitation number N61340-21-R-0019. The DRAFT RFP was posted under solicitation number N61340-21-R-0019 on 05 October 2020. The Naval Air Warfare Center Training Systems Division, Orlando, FL (NAWCTSD) has a requirement to procure the Technical Upgrade and Completion of the USMC ADVTE, hereinafter referred to as ADVTE-Next. NAWCTSD anticipates competing this requirement on a full and open basis using best value tradeoff source selection procedures. A single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract is anticipated with firm-fixed price, cost reimbursement and cost-plus-fixed-fee delivery orders, and a ceiling price estimated at $45 million dollars. Updated Draft versions of the requirement documents (i.e. SOW, Specification, CDRLs) for ADVTE-Next will be provided to authorized representatives via Department of Defense Secure Access File Exchange (DoD SAFE) upon completion and submission of the attached GFI Request Form to Nicole Pinkney at nicole.pinkney@navy.mil. The Government has also attached a Question and Comment (Q&C) form with this announcement. Only questions and comments related to the DRAFT requirement documents should be submitted at this time. It should be noted that the Government is under no obligation to post its responses and may instead use the questions/comments submitted to finalize the requirement documents. However, if the Government decides to formally answer any of the questions submitted, the answers will be posted on the beta.SAM.gov website. This notice does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement.
