The C-26D Contract is comprised of acquiring C-26D training for student pilots. The contractor is required to provide: all labor, equipment, training facilities, tools, training materials, training devices, supervision and other services necessary for classroom, trainer, and simulator training for the Navy C-26D ProLine 21 aircraft (a Navy configured Metroliner SA227). This contract was awarded without competition. Awardee is the only source available for the required C-26D training. The use of a flight simulator is required by the FAA to obtain flight training in conjunction with the approved training course curriculum. Awardee owns and operates the only FAA certified C-26 (Metroliner SA227) flight simulator in the country. Thus, training on a FAA certified C-26 flight simulator is a unique service available from only FSI. Refer to attached redacted J&A 20-0043 for details.
