NAWCTSD has a requirement to procure a satellite dish and data service that will allow for analysis, evaluation, and test of the applicability of technology to military training at sea. NAWCTSD Orlando is the Lead System Integrator for the Live, Virtual, Constructive for Training (LVCt) effort and is responsible for the acquisition, fielding and life cycle support of a testbed to be located at NAWCTSD in Orlando, FL. Experimentation pertaining to the maximization of LVC training data to forward deployed forces is a key pillar of the LVCt enterprise capability. Utilizing low earth orbit (LEO) satellite constellations could provide data transport capability that is orders of magnitudes above our current technology. This hardware is a sole source acquisition to SpaceX as shown in the attached J&A. The items will be delivered to NAWCTSD Orlando. All items procured shall be Commercial off the Shelf (COTS) products in factory OEM packaging. Each item shall meet all specification requirements as defined in the J&A. The items shall be delivered with standard OEM warranties. This notice is not to be considered a request for quotations or proposals. No solicitation document is available. No contract will be awarded on the basis of offers received in response to this notice. This notice will be posted for at least 7 days prior to any contract action in order to satisfy the requirements under FAR 5.203(a)(1).
