These documents may not be released publicly and are marked accordingly. This Pre-Solicitation Notice serves as notification to industry of the upcoming Request for Proposal (RFP) package for Naval Air Warfare Center Training Systems Division (NAWCTSD), Advanced Helicopter Training Systems for TH-73A Ground Based Training System (N61340-19-R-0096). This requirement is to provide Aircrew Training Services (ATS) for the TH-73A located at NAS Whiting Field, Milton, FL. Ground-based rotary wing training will be performed by Contractor Instructors (CIs) and Training Air Wing Five (TRAWING 5) Instructor Pilots (IPs). CIs and IPs shall utilize contractor-provided Flight Simulation Training Devices (FSTDs), associated classrooms, and other training methods to produce and evaluate a US (or other Nation) Naval Aviator. This requirement is to include instruction, operation, and curriculum support as required by the Government. The solicitation and resulting contract will consist of a 5-year base period, with two 1-year options. NAWCTSD intends compete this effort as a full and open competition and to select one Offeror on the basis of its proposal providing the “best value” to the Government, all factors considered. A single award Indefinite Delivery Indefinite Quantity (IDIQ) type contract is contemplated. NAWCTSD anticipates to make award selection of this competitive acquisition by utilizing FAR 15 Best Value Analysis.
