This is a justification to award a Small Business Innovation Research (SBIR) Phase III Contract to JHT, Inc. for the NATO Sea Sparrow Missile System Operations and Maintenance Trainer as implemented by FAR 6.302-5. The nature of the acquisition requires the use of JHT, Inc. as SBIRs are structure in the three phase. Therefore, only JHT, Inc. was considered for Phase III award.
