The Naval Air Warfare Center Training Systems Division (NAWCTSD) located at 12211 Science Drive, Orlando, FL 32926, intends to solicit and negotiate, on a sole source basis, under firm fixed price contract number N00019-13-D-0007, for Line Item Number 0628, with L-3 Communications Vertex Aerospace LLC. located at 555 Industrial Drive South, Madison, Mississippi 39110, pursuant to the statute authority permitting other than full and open competition 10 U.S.C. 2304(c)(1), “Only one responsible source and no other supplies or services will satisfy agency requirements. The NAWCTSD has identified a requirement to procure 15 each of night Vision Goggle (NVG) Cockpit Modification Kit “A�. The estimated total value of this procurement is $465,003.75. This sole source procurement is based on the existence of only one known manufacturer who can address the requirements needed for this contract action. This includes the procurement and delivery of all parts included in the NVG modification kit “A� as well as the ability to obtain parts compliant with Supplemental Type Certificate (STC) #SR09366RC; applicable part number is 2544-99-02A and product service code (PSC) 1570, specifically for “Hardware: Miscellaneous�. A sources sought notice was posted on Federal Business Opportunities Website on 7 March 2019, and no offers were submitted, as extensive market research also predicted. Aero Dynamix Inc. (ADI) holds the Supplemental Type Certificate (STC) for NVG cockpit modifications, as well as the proprietary rights for the TH-57 Equipment Installation Instrument Panel Console drawing 1544-01-02 which is part of the STC. All deliveries will be shipped to ADI’s location: 3227 W. Euless Blvd. #100, Euless, TX 76040.
