THIS NOTICE IS ISSUED AS REQUIRED BY DFARS PGI 206.302-1. Commander Fleet Readiness Centers (COMFRC) intends to solicit, negotiate and award a sole source level of effort (LOE) increase to the current five-year ordering period of contract N61340-19-D-0006 to Andromeda Systems, Inc. (ASI) under the authority of FAR 6.302-1 in support of Fleet Readiness Center Southeast (FRCSE) NAS Jacksonville FL. The purpose of the LOE increase is to ensure continued engineering services support for FRCSE while the COMFRC Logistics and Engineering “LOGEN” follow on support contract can be awarded via pending RFP N68520-22-R-0001 (see Related Notice). The current ordering period of the contract remains unchanged with expiration on 31 January 2024; however, the LOE ceiling will be fully expended sooner than anticipated due to an increase in emerging requirements. The increased LOE is estimated to be required by October 2021. The intent is to gain enough hours to cover performance until the follow-on contract is awarded, and eventually the Government intends to shorten the ordering period to transition to the follow-on contract ordering period commencement to avoid duplicative coverage. The primary place of performance remains FRCSE NAS Jacksonville, FL. Other performance locations in support of FRCSE remain NAS Oceana, Virginia Beach, VA; Tinker AFB Oklahoma City, Oklahoma; MCAS Beaufort, South Carolina; NAS Corpus Christi, Texas; Seattle, Washington; and NAS Whiting Field, Milton, FL. THIS SOURCES SOUGHT NOTICE IS REQUIRED BY DFARS PGI 206.302-1. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Capable and responsible sources who are prepared to immediately support FRCSE Engineering and aligned to interface with the existing support contractor on an Associate Contractor basis may submit a capability statement, to include an Associate Contractor strategy, within fifteen (15) calendar days after the date of the publication of this synopsis. Information received will be considered solely for the purpose of determining whether a competitive procurement is feasible without impacting performance under the existing contract or inducing unacceptable delays to FRCSE Engineering support. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
