The Naval Air Warfare Center Training Systems Division (NAWCTSD) Contracts Department, Orlando, FL announces its intention to procure, on a sole source basis, supplies from The Boeing Company (Boeing), 6200 JS McDonnell Blvd, St. Louis, MO 63134-1939, for the procurement of two (2) technical trainers for Squadron Advanced Airborne Sensor (AAS) maintenance training for the P-8A Poseidon aircraft. Sole source authority is provided under 10 USC 2304(c)(1) as implemented by FAR 6.302-1. The United States Navy is in the process of replacing the Maritime and Reconnaissance P-3C “Orion� aircraft with the Multi-mission Maritime Aircraft P-8A “Poseidon�. As a result, there is a need to train aircraft maintainers in the skills necessary to support the new sensor on the aircraft as they are fielded to the fleet. AAS Maintenance training will be conducted on training devices at NAS Jacksonville and NAS Whidbey Island. The Navy requires delivery of two high fidelity virtual reality AAS SMPDM Maintenance Training Devices (MTD) and associated multi-media instructional material that provide the required means for Fleet personnel to conduct P-8A aircraft removal, installation, and functional check procedures training of the AAS SMPDM. The training device trainers will be capable of training up to seven students at a time, and will be located at NAS Jacksonville, FL and NAS Whidbey Island, WA. To meet the requirement for high fidelity responses on the P-8A weapons systems, the devices require use of proprietary P-8A aircraft airframe structures and systems in order to ensure representative aircraft behavior and prevent subsequent system damage or Fleet maintainer injury during real-world AAS operations. The contract action will cover AAS maintenance training requirements, to include the design, development, integration, test, fabrication, delivery, installation (as applicable), and instructional use of the training devices and courseware. The P-8A weapon systems consists of a basic Boeing commercial 737-800 ERX air vehicle modified to meet Navy requirements, and numerous systems and subsystems for avionics, communications, mission, and weapon capabilities. The design, production and delivery of the AAS Maintenance Training Devices requires access to Boeing proprietary commercial 737-800 ERX technical data in order to ascertain the engineering specifications, tolerances, dimensions and material processes of P-8A air vehicle (airframe) structures necessary to complete design and production requirements. As the P-8A OEM, Boeing is the only source that has knowledge and access to the technical data necessary to design and produce the AAS SMPDM Maintenance Training Devices in accordance with the Navy’s requirements. As a result, this requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 USC 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements�. As the sole designer, developer and manufacturer of the P-8A Aircraft, the Boeing Company is the only source that currently possesses sufficient requisite knowledge, engineering expertise, and technical data required to perform this effort. No other source has the technical qualification and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirements.
