SOLICITATION DESCRIPTION: The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to negotiate, on a sole source basis, additional MRTS 3D®products for the AAG effort. The effort is planned for ProActive Technologies Inc (ProActive), 5712 Dot Com Court, Oveido, FL 32765-8032 under the statutory authority of 10 U.S.C. 2304 (c) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” The follow-on contract to MRTS 3D®, Advanced Computer Based Training Systems (ACTS), RFP N61340-19-R-1203, was awarded 9 Jan 2020, but a post-award protest with a stay of performance was filed with GAO on 24 Jan 2020. An initial extension and ceiling increase was approved in the amount of $5M for approximately two (2) months (26 Feb 2020 to 30 April 2020). The Navy has identified a critical effort with a required delivery date that would result in unacceptable delays if not contracted for until resolution of the post-award protest. As such, the Government intends to increase the ceiling of the existing MRTS 3D® Indefinite Delivery Indefinite Quantity (IDIQ) contract, N61340-15-D-0003, by an estimated $10.6M, and extend the ordering period end date by an estimated three (3) months from 30 April 2020 to 31 July 2020 to award the necessary effort.
