This announcement constitutes the only solicitation; proposals are being requested A WRITTEN SOLICITATION WILL NOT BE ISSUED. N61340-23-Q-0013 is issued to notify industry of the Governments intent to procure the subject services. The RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01. Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to issue a Firm-Fixed-Price (FFP) purchase order to Stratasys on a sole source basis as the only supplier of the listed services for “Emerald Care”. The Government intends to award (1) base year and four (4) option years of this service. Interested sources desiring to contest this sole source effort may do so by asserting its supporting rationale to meet the Government’s requirement to provide this service. All information shall be furnished at no cost or obligation. The failure of a contractor to provide information sufficient to determine conformance and capability to meet the Government’s requirement will result in a determination of non-capability. Interested sources may identify their interest and capability to respond to the requirement, which demonstrates their ability to meet the needs of the Government. Interested sources are encouraged to submit a quote. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. This procurement is not being solicited as a small business set-aside. Below is a description of the requirement: The Government requires the 12 month renewal purchase of maintenance and warranty plans for Stratasys Connex2 Objet500 3D Printer (S/N520024) and Stratasys Fortus 450mc 3D Printer (S/N K10916) located in Orlando, Florida. The plans cover timely repair and update of the printers' hardware and software. There are no additional contract requirement(s) or terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices. FAR 52.212-4 and 52.212-5 apply to this acquisition. Dates and place of delivery and acceptance: Period of Performance shall be made in accordance with the above CLIN structure. The provision at FAR 52.212-2, Evaluation–Commercial Items, does not apply. All Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications- Commercial Items, with its offer. Such request shall be considered clarification. Also, all new entities registering in GSA’s System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an “Active” status as the government cannot award to an entity without an “Active” SAM registration.
