The Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, is seeking information for potential sources to develop, produce, and sustain Domestic, Cooperative (Co-op), and Foreign Military Sales (FMS) P-8A training systems. This is a Sources Sought Synopsis announcement, a market survey for information to be used for preliminary planning purposes. The information received will be used within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. PROSPECTIVE SCOPE: Orders may include new P-8A training devices, modifications and upgrades to existing P- 8A training devices, new or revisions to technical data and information, contractor logistics sup-port, training, provisioned items, and courseware. The tasks and detailed requirements for these products will be defined at the order level. The following elements represent NAWCTSD’s intended scope: 1. P-8 Training System Acquisition 2. P-8 Training System Engineering Support and Services a. Training Systems Releases (TSR), including dot builds b. Software deliverable/updates c. Tech Refresh / Technical solutions-updates – Aircrew and Maintenance d. System Development and Demonstration (SDD) Lab Sustainment e. Cyber security support – for all training devices f. Deficiency Report (DR) corrections g. Interoperability (Multi-ship, Navy Continuous Training Environment (NCTE), Distributed Mission Training (DMT), etc.) h. Aircraft concurrency upgrades 3. P-8 Training Systems courseware a. Maintenance, Publications b. Instructor Courseware for TSRs c. Technical publication document updates SIZE STATUS: The applicable NAICS codes for this requirement are 333310, size standard of 1000 employees and 541330 Exception 1, with a size standard of $47M. The Product Service Code is 6910. Companies must identify their size status with respect to each NAICS, the results of which will be utilized as guidance to determine any potential set-aside basis.
