The Naval Air Warfare Center Training Systems Division (NAWCTSD) located at 12211 Science Drive, Orlando, FL 32826, intends to solicit and negotiate, on a sole source basis, with Rockwell Collins, Inc., Cedar Rapids, IA, authority permitting other than full and open competition 10 U.S.C. 2304(c)(1), “Only one responsible source and no other supplies or services will satisfy agency requirements. NAWCTSD has identified a requirement to procure the following spare part required for the CH-53K Training Device: P/N 130-002103-02 – Matrix STIM WQ Visual Projector P/N 822-2463-001 – Multifunctional Display (MFD) P/N 822-2654-001 – Control Unit Display (CDU) P/N 822-1867-002 – Data Transfer Unit (DTU) This sole source procurement is based on the existence of only one known manufacturer who can address the requirements needed for this contract action. Product service code (PSC) 7025, specifically for “Information Technology Input/Output and Storage Devices”. A sources sought notice was posted on the beta.sam.gov website on 10 March 2020 and no offers were submitted, as extensive market research predicted. Rockwell Collins, Inc. is the only company found to manufacture this part to the specific configuration utilized by the CH-53K Trainer.

Introduction: The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando, FL intends to sole source support spares for the Containerized Flight Training Device Serial No. 1 (CFTD-1) device number 2F243-1, necessary to maintain the training systems operational and carry out the training mission for the United States Marine Corps CH-53K Heavy Lift Helicopter. The support spares will be procured for the United States Marine Corps CH-53K Heavy Lift program under a stand-alone contract with Rockwell Collins, in Cedar Rapids, IA (Cage: 13499). The Government is seeking information on the availability of potential comparable sources to provide the support spares for the above training device. Responses to this sources sought will be utilized to ensure no comparable source is available and more advantageous to the Government. Requirement: This requirement will include the delivery of support spares for CFTD-1 (2F243-1). Ongoing market research performed by the Government supports that commercially available items or non-developmental items do not fully exist to satisfy the Government’s requirement. Eligibility: The applicable NAICS code for this requirement is 334112 (Computer Storage Device Manufacturing). The Product Service Code (PSC) is 7025 (Information Technology Input/Output and Storage Devices). Submission Details: This sources sought notice is not a request for competitive proposals. It is a notice to determine if a comparable source exists and to outline the Government’s intent to contract on a sole source basis with Rockwell Collins. Interested sources shall submit their written technical capabilities to provide the supplies and associated support described above. Written response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
