As a result, all further postings to beta.sam.gov regarding this acquisition will be associated with N61340-21-R-0006, Undersea Warfare Training Range(USWTR) Increment II & III. ***Pre-Solicitation Notice*** The Naval Air Warfare Center Training Systems Division (NAWCTSD) Contracts Department, Orlando, Florida has a requirement to Redevelopment and Modernize (R and M) four deep water ranges and add two shallow ranges abutting the existing deep-water Southern California Anti-Submarine Offshore Range (SOAR). The four deep water ranges are as follows: 1. Barking Sands Tactical Underwater Range (BARSTUR) at the Pacific Missile Range Facility (PMRF), Hawaii 2. Barking Sands Undersea Range Expansion (BSURE) at the Pacific Missile Range Facility (PMRF), Hawaii, 3. Atlantic Undersea Test and Evaluation Center (AUTEC) located in the Tongue of the Ocean (TOTO), Bahamas 4. Southern California Anti-Submarine Offshore Range located offshore SCI, California. The two new shallow ranges are as follows: 1. West SWTR located over Tanner/Cortes bank, California 2. East SWTR located on the western side of San Clemente Island (SCI), California A sources sought notice for this requirement was previously posted under N61340-19-R-0115. ACQUISITION APPROACH: The Government intends to award a Firm-Fixed Price, Single-Award Supply Contract. The period of performance is anticipated to be 10 years, consisting of one (1) base year and nine (9) option years. Interested companies, refer to the attached draft Statement of Work. The tentative timeframe for Draft RFP release is August 2020. The NAICS code is 334511, with a size standard of 1,250 employees. If you are a small business interested in being the prime contractor for this effort, please be advised that the FAR 52.219-14 Limitations on Subcontracting clause has changed. Deviation 2019-O0003 is now in effect which adds the definition of “Similarly Situated Entity” and changes the 50% calculation for compliance with the clause. Small business primes may now count “first tier subcontracted” work performed by similarly situated entities as if it were performed by the prime itself. The SPAN Trainer (Device 21B71) is required to train officers and enlisted personnel in the proper planning and execution of navigation plans using naval navigation techniques and equipment to ensure the submarine is safely piloted and navigated. Operation of the SPAN Trainer utilizes the computers described in this SOW to perform these training functions. The SPAN training systems in Kings Bay and Bangor shall be upgraded to comply with cybersecurity directives utilizing Windows 10 and Red Hat Enterprise Linux 7 for the Operating System(s). Offerors shall submit submit a breakdown of individual cost for hardware items listed in the Bill of Material (BOM), in the SOW attached, with their quote. This is a Brand Name only requirement, substitutions for items in the BOM will not be considered unless authorized by the Procuring Contracting Officer (PCO) or Systems Engineer (SE). *Amendment #1: Soliciation has been extended until 10:00am on Friday, May 22, 2020 and Q&A Uploaded.
