The LCAC-100 Class is currently in development by Textron Systems, Marine and Land Systems (TMLS). The LCAC-100 APU Controller will provide a necessary spare to maintain test schedule following delivery of LCAC-100 to the Navy. The LCAC-100 APU Controller is a one-of-a-kind component designated by the shipbuilder in the LCAC-100 design and is only available through Electronic Concepts & Engineering Inc. NSWC PCD will be required to support this equipment following delivery of LCAC-100 to the Navy. This requisition is to obtain the subject components in order to support test schedule of LCAC-100 at NSWC PCD. This acquisition is unsuitable for full and open competition for the following reason: The APU Controller was designed and manufactured by Electronic Concepts & Engineering Inc. as the Original Equipment Manufacturer (OEM). This company has designed their system to solely interface with the LCAC-100 APU. Therefore Electronic Concepts & Engineering Inc. is the only source that can meet this requirement.
