The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to extend the period of performance by 12 months for a previously awarded sole source indefinite delivery indefinite quantity contract N61331-15-D-0012 with provision for firm fixed price delivery orders to Atlas North America, 120 Newsome Drive, Suite H, Yorktown, VA 23692, for depot level repair, maintenance, modifications, engineering services, spare parts and materials in support of the AN/SLQ-60 Surface Mine Neutralization System - SeaFox (SMNS - SF). This requirement is not suitable for full and open competition for the following reasons: Atlas North America is the original equipment manufacturer (OEM) and owns the Technical Data Package (TDP) for the major components of the SeaFox, which consists of the Destructors, Modular Mobile Control Unit and Acoustic Tracking System. As the sole developer of these systems, Atlas North America is the only qualified source with the expertise, knowledge, resources and understanding of SeaFox in order to provide the highly specialized equipment, technical services and maintenance of these systems. In summary, there are no other possible sources that can satisfy this requirement. The current contract period of performance is for a base period of 12 months with four options of 12 months each. The extended period of performance will provide an additional 12 months that will occur from 12 March 2020 to 11 March 2021. The NAICS code is 334511.
