The Government intends to establish two indefinite delivery, indefinite quantity contracts for Ship to Shore Connector (SSC) advance skirts, limited to the two approved small business sources: Avon Engineered Fabrications LLC in Picayune, MS, and SMR Acquisition LLC in Fenwick, WV. This procurement will be based on other than full and open competition due to the suppliers' unique capabilities. Skirt materials and manufacturing processes must meet specific, dated project peculiar documents and be fabricated in accordance with NSWC PCD drawings. The vendors have already successfully fulfilled first article testing under prior government contracts, and no new first article submissions are expected to be approved. Access to the required technical drawings is limited to the Department of Defense and U.S. DoD contractors.
