This requirement is not suitable for full and open competition for the following reason(s): The MK11 Bow Plane Assembly referenced in the subject purchase request were custom manufactured by Teledyne Brown Engineering, Inc. for the SDV. Other manufacturers of similar assemblies have not been vetted or approved for substitution. The additional costs and time delays for the Government to identify and evaluate another system, perform the field-testing of the equipment, and produce the required documentation and drawings would be prohibitive. As such, Teledyne Brown Engineering Inc. is the only source capable of meeting this requirement
