The Naval Surface Warfare Center Panama City Division (NSWC PCD) has a requirement to procure the Evaluation of five SDV MK8 Motor/Control assemblies. This requirement is not suitable for full and open competition for the following reason(s): The motor controllers referenced in the subject purchase request were custom manufactured by Motion Control Systems, Inc. for the SDV. Motion Control Systems is the Original Equipment Manufacturer. Other manufacturers of similar controllers have not been vetted or approved for substitution. The additional costs and time delays for the Government to identify and evaluate another system; perform the field-testing of the equipment; and produce the required documentation and drawings would be prohibitive. As such, Motion Control Systems is the only source capable of meeting this requirement.
