IPS in the only source that has the personnel that installed these winches, serviced them on the ship, and have the knowledge of the inner working of these devices. IPS’s personnel installed and serviced the winches. IPS is the only contractor that has staff that has the in-house resident knowledge of the inner working of the winch. The MCS are scheduled to decommission in the next 5 years. Currently the Government owns the basic interconnect diagrams and requirements of what the winch would do (drop rate and pickup rate) and the specifications of the motor to ensure low EMI. The rest of the technical data was not purchased from the vendor 25 years ago. This items are not sufficient to properly repair the winch. The cost to develop a technical data package (TDP) for this winch to the point where the TDP we could develop a package that would be robust enough to have vendors compete would be costly and timely to complete.Development of a TDP would require the development of detailed technical drawings of the wiring and sub systems. These additional costs and investment of time for a new winch solution meeting the strict requirement environment of a MCM are both cost and time prohibitive.
