This procurement is sole source for the following reasons. Innovative Professional Solutions is the subject matter expert for the AAG, IAAG, and related Support Equipment, and is the only USA-based entity with knowledge of the Programming Unit, the Sweep Track Monitor (STM), and their interfaces with the IAAG. No other manufacturers have access to the proprietary knowledge required to modify the Programing Box and the STM for the IAAG. No other contractor will be able to duplicate the knowledge and processes. As such, the Government does not expect significant savings through competition and does expects significant and unacceptable delays that will negatively impact this requirement. Therefore, it is in the Governments’ best interest to award on a sole source basis to Innovative Professional Solutions.
