The Navy Experimental Diving Unit Panama City Division (NEDU) has a requirement to procure ten sets, in five sizes, of Fourth Element commercial-off-the-shelf (COTS) HALO AR dry suit undergarments. The Naval Surface Warfare Center Panama City Division, FL (NSWC PCD) intends to award a brand name justified, firm fixed price purchase order using simplified acquisition procedures to authorized sellers that can provide the items listed in solicitation to the Government. This procurement is brand name for the following reason(s): Fourth Element is the only COTS solution that incorporates aerogel as an insulating material into diver’s thermal protection. NEDU will be evaluating these garments to verify these claims as part of an ongoing research project. As such, Fourth Element equipment is the only brand that will meet the government’s requirements.
