This procurement is sole source for the following reason: This test is to verify that the ArtemisPro system meets the requirements for environmental conditions for storage, transport and use are met. Equipment on naval surface ships and submarines experience many different types of environmental exposures. National Technical Systems, LLC is the only commercial test facility approved by NAVSEA to perform MIL-STD-810H environmental tests. As such, the Government does not expect significant savings through competition and does expect significant and unacceptable delays that will negatively impact this requirement. Therefore, it is in the Governments’ best interest to acquire the testing from NTS Labs.
