The Naval Surface Warfare Center, Panama City Division intends to solicit this procurement on a sole sources basis to Huntington Ingalls Industries (HII) Unmanned Systems, Inc., 1 Henry Drive, Pocasset, MA 02559, CAGE 4Z5A9. This requirement is for a contract for maintenance from organizational level maintenance to major overhaul, on-site depot maintenance and technical service, in-service engineering, engineering support, software support, system safety support, failure and root cause analysis, upgrade development including prototyping, testing, and installation, document support, configuration management, supply chain management including supply support and inventory management, training, training curriculum and course material development for the MK 18 Unmanned Underwater Vehicle (UUV) Family of Systems (FoS) and other Remote Environmental Monitoring Units (REMUS). This would The Original Equipment Manufacturer of the MK 18 UUV FOS and other REMUS was Hydroid, Inc. On 26 March 2020, Huntington Ingalls Industries (HII) purchased Hydroid, Inc. Accordingly, Hydroid, now HII, is the only known qualified responsible source capable of maintenance, on-site depot maintenance and technical service, in-service engineering, engineering support, software support, system safety support, failure and root cause analysis, upgrade development including prototyping, testing, and installation, document support, configuration management, supply chain management, training, training curriculum and course material development for the MK 18 UUV FoS and REMUS. No other known sources currently possess the technical expertise or technical documentation necessary to perform the required work on the MK 18 UUV FoS and REMUS. The resulting contract is anticipated to be an indefinite delivery indefinite quantity contract with provisions for cost plus fixed fee and firm fixed price delivery orders with a 12-month base period plus four 12-month option periods for a total period of performance of 60 months, if all options are exercised. The current contract is N00174-19-D-0010 and the incumbent is HII. The anticipated NAICS code is 334511 - Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing with a size standard of 1,250 employees. The PSC is J020 Maint/Repair/Rebuild of Equipment – Ship and Marine Equipment.
