The Naval Surface Warfare Center Panama City (NSWC PC) intends to award a competitive purchase order using simplified acquisition procedures for the procurement of the following brand specific items: KVH Industries MV103DG System 01-0155-02 Qty 4 Cable Assembly; Sensor; Lo Hal; 100FT 32-0313-0100 Qty 4 Cable Assembly Power Lo Hal 50ft 32-0309-50 Qty 4 Cable Assembly Display Ext. Lo Hal 25ft 32-0316-25 Qty 4 This procurement is brand specific for the following reasons. This procurement is for the backup Navigation System, KVH Model MV103DG, Magnetic Compass System and additional cables required for craft installation for Foreign Military Sales (FMS). The Commercial Off-The-Shelf (COTS) items being purchased were specifically tested and evaluated against the Naval Sea Systems Command (NAVSEA) technical requirements as provided on the Landing Craft Air Cushion (LCAC) Command, Control, Communications, Computers and Navigation (C4N) System Baseline Configuration 2, 3 and 4 (SBC2, SBC3 &SBC4) product specification. It is a requirement of this purchase that any awardee be an authorized reseller of the KVH products and only new products with an Original Equipment Manufacturer (OEM) commercial warranty be provided to the Government (no used or refurbished items permitted).The Digital Magnetic Compass (DMC) is specifically designed by KVH Industries and is the only Digital Magnetic Compass that is 100% compatible for re-use of the existing LCAC equipment. Use of another company s compass may introduce new or change existing parameters that may do more harm than good to the LCAC system. Delivery will be F.O.B. Destination to the Naval Support Activity Panama City (NSA PC), Receiving Office, Building 100, 110 Vernon Ave., Panama City, FL 32407 within 20 weeks after award of the order.
