The Naval Surface Warfare Center Panama City Division, FL (NSWC PCD) intends to award a sole source, firm fixed price purchase order using simplified acquisition procedures to OnTime Networks LLC. for the equipment in support of the Unmanned Surface Vessel (USV) In-service Engineering Agent project. This procurement is sole source for the following reason: the equipment in this procurement is part of a configuration controlled system and is only available from this vendor. If an alternate vender were to be selected, the other vendors equipment would have to be evaluated and validated, resulting in maintenance on the MCM USV craft and test Software and OS upgrades not being performed in a timely manner. This would result in significant additional costs to the Government and fielded equipment downtime.
