The Naval Surface Warfare Center - Panama City Division (NSWC PCD) has a requirement for prototyping in support of development, integration, demonstration, testing and evaluation, and delivery of prototype systems, subsystems, components, materials and technologies to support existing or emerging manned or unmanned vehicles, weapons, and weapons control systems related to Mine Warfare, Amphibious Warfare, Naval Surface Warfare (NSW), Diving and Life Support, Coastal and Underwater Intelligence Surveillance and Reconnaissance (ISR), and other missions in the Littoral and Riverine environments. The incumbent on this effort is Serco, Inc., under contract N61331-18-D-0007. This contract will be limited to DOMESTICALLY OWNED companies with a Top Secret / Sensitive Compartmented Information (TS/SCI) clearance. This acquisition is being offered for competition limited to eligible SMALL BUSINESS participants. Inquiries or proposals received from other than small business contractors, based on the resulting solicitation, will not be considered. The resulting contract is anticipated to be an Indefinite Delivery Indefinite Quantity (IDIQ) supply-type contract associated with Cost Plus Fixed Fee (CPFF) completion effort within individual delivery orders. The use of delivery orders will provide the flexibility necessary for the different types of work required. The contract period of performance will be for 5 years, 12-month base period with four 12-month option periods. The Government anticipates a single award. The North American Industry Classification System (NAICS) code is 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) - Size standard 1,000 employees. Product and/or service code (PSC) is 1550 – Unmanned Aircraft. A DRAFT Specification document is available to interested parties. To receive a copy of the DRAFT Specification, interested parties must be registered within System for Award Management (SAM) and be a domestically owned entity. Prior to issuance of the formal solicitation, a pre-solicitation conference will be held virtually on-line via MS Teams on Friday, 8 April 2022, from 10:00-11:00 am Central time. All prospective offerors are urged to attend this conference. The interested party shall provide written notification of the name of all company representatives who will attend the conference by Thursday, 7 April 2022. The anticipated issuance date for the Request for Proposal (RFP), N61331-22-R-0004, is projected to be on or about 27 April 2022 with a proposal due date on or about 27 May 2022. The anticipated dates listed above are estimates only and are not guaranteed. To receive a copy of the RFP, interested parties must be registered within the Joint Certification Program (JCP), System for Award Management (SAM), and be a domestically owned entity. No classified information will be contained with the RFP or attachments, nor will be sent alongside the RFP or attachments. Responses shall NOT contain classified information. RFPs are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the SAM.GOV site listed. All changes to the requirement that occur prior to the closing date will be posted to the SAM.GOV website as amendments to the solicitation. It is the responsibility of interested vendors to monitor SAM.GOV website for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. The Government intends to award to the responsible offeror utilizing trade-offs which will result in the best value to the Government. Offerors should be advised THE GOVERNMENT FULLY INTENDS TO EVALUATE PROPOSALS AND AWARD THE CONTRACT(S) WITHOUT DISCUSSIONS WITH OFFERORS. Therefore, proposals should be submitted initially on the most favorable terms.
