This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue on a sole source basis a blanket purchase agreement (BPA) using simplified acquisition procedures to TRI Air Testing, 9063 Bee Caves Road, Austin, TX 78733 to provide test kits and incidental test analysis services in support of the Defense Compressed Air Testing (DCAT) program. This acquisition is unsuitable for full and open competition because TRI has been identified as the only source that possesses the Champion analyzing kits currently in use by the Department of Defense (DoD) and has the required American Industrial Hygiene Association – Laboratory Accreditation Programs (AIHA-LAP, LLC) accreditation. Additionally, TRI has an established web-base interface that allows DoD components to efficiently order the required test kits and to view test results. The period of performance will be for a base period of twelve months with four options of twelve months each. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested parties may identify their interest and capability to respond to the requirement by email to the Contract Specialist. Delivery locations will vary based on technical requirements. The resultant award will be a BPA. The NAICS code is 541380 with a Small Business size standard of $16.5M. The PSC is 6630. Anticipated award date will be on or about February 28, 2022.
