The Naval Surface Warfare Center Panama City Division, Panama City, FL intends to award a sole source firm fixed price purchase order using simplified acquisition procedures to A & J Manufacturing Company, 70 Icon, Foothill Ranch, CA 92610-3000 (CAGE Code 08060) for the following items: Description Part Number Color Quantity Cabinet Assembly, Light Duty, 40.75, 2 Bay 9151-2000 Federal Standard 26307 Bulkhead Machinery Gray #30 4 each This purchase is unsuitable for full and open competition for the following reasons. The items being purchased are being provided under a Foreign Military Sales (FMS) case for integration with air cushioned landing craft under construction. The parts being purchased are built upon order and are designed to house the craft Command, Control, Communications, Computer and Navigation (C4N) System and have been designed to fit in the available area in the Starboard Cabin and in addition to meet environmental requirements. These Cabinet Assemblies were provided for the Crafts 3 & 4 under a previous FMS and in order to maintain the same system configuration are required to be provided for the new craft. It is in the best interest of the Government to acquire this item using a non-competitive procurement because A & J is the Original Equipment Manufacturer (OEM) that provided the racks for the previous craft and this will ensure all C4N equipment will fit properly in accordance with the applicable Interface Control Drawings for the craft.
