*Please See all attachments* The Government intends to award a firm fixed price purchase order using simplified acquisition procedures on a sole source basis to OSI Maritime Systems Ltd., 4585 Canada ... *Please See all attachments* The Government intends to award a firm fixed price purchase order using simplified acquisition procedures on a sole source basis to OSI Maritime Systems Ltd., 4585 Canada Way Suite 400 Burnaby, BC, V5G 4L6 , Canada to acquire Electronic Precise Integrated Navigation System (ECPINS®) virtual operator training for the Landing Craft Utility (LCU) Assault Craft Units One and Two (ACU-1 / ACU-2) as follows: Virtual Training Class / Location Quantity ECPINS® Operator training at ACU-2 in Virginia Beach, VA. Operator Training Course (5 Days) 1 each ECPINS® Operator training at ACU-1 in San Diego, CA Operator Training Course (5 Days) 1 each The two training classes above will be delivered prior to 30 September 2021. The order will contain options for an operator training class at each ACU in fiscal years 2022 through 2025. This purchase is not suitable for full and open competition and it is in the best interest of the Government to acquire this item using a noncompetitive purchase for the following reasons. OSI Maritime Systems Inc. is the only responsible source capable of providing the required training. ECPINS® has been selected the navigation system for the LCU program by the Amphibious Warfare Program Office (PMS 377). It is not cost effective to replace the LCU navigation system baseline. The ECPINS® software is proprietary to OSI Maritime Systems Ltd and the Government did not obtain the rights to reproduce or modify the software. As the original software developer, OSI is the only source qualified to perform the training.
