This action will award a firm fixed price purchase order to acquire Kirby Morgan Underwater Breathing Apparatus (UBA) Band Masks to support the Saturation Diving Detachment (SATFADS) at the Navy Experimental Dive Unit (NEDU). The current helmet has reached the end of its shelf-life and the KMB 18B band masks are being acquired to undergo testing to replace the current diving apparatus in use. Competition will be limited to vendors offering the Kirby Morgan KMB 18B Bandmasks. A description of the supplies or services required to meet the agency’s needs (including the estimated value). This memo does not authorize acquisition for other requirements. This procurement will be funded with fiscal year 2021 Operation and Maintenance, Navy (OMN) funds. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(B). Only the Kirby Morgan brand band masks will meet the Government’s needs for the following reasons. The Saturation Diving Detachment (SATFADS) at the Navy Experimental Dive Unit (NEDU) is acquiring the helmets for test and evaluation purposes for future use by the Navy. The current helmet has reached the end of its shelf-life and the KMB 18B band masks are being acquired to undergo testing to replace the current diving apparatus in use. Divers trained in the use of previous Kirby Morgan masks; i.e., KMB 8, 9, 10, Navy MK 1 mask, Navy MK 21 helmet, Navy Mk 22 mask, or SuperLite helmets, will find that KMB 18/28 Band Masks have the breathing system controls located in the same position and operations are similar. Additionally, the KMB 18B masks are the only band masks with the following features: Head Harness (Spider) keeps the mask in place on the divers head. Theneoprene rubber spider has adjustment holes for varying the tension of theharness Hood/Face Seal provides the diver a comfortable thermal barrier around his head as well as pockets for earphones Gas Supply Non-Return Valve prevents loss of gas pressure in the event of umbilical damage, preventing a "squeeze” Tri-Valve Exhaust Whisker which retrofits to Band Masks, has less breathing resistance than the older single valve exhaust while providing an extremely dry hat KMB Band Masks are designed to fit most divers No special pre-dive adjustment must be made other than securing the spider with the proper tension for the diver’s head Finally, the SATFADS Detachment has $50,000 in repair parts that are suitable for the KMB 18B diving helmet. Purchasing a substitute would incur additional, undue and costly expenses in repair parts/spares to NEDU Saturation Detachment. Therefore, it is imperative that Kirby Morgan KMB 18B Bandmask is acquired. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b). The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. For the reasons specified in paragraph 4 above, the Kirby Morgan KMB 18B is the only equipment that can meet the Government’s needs. Any other facts supporting the justification.
