C4 Group, LLC developed the design for the Roller Chock and Fairlead to match the minesweeping application and to fit the MSH-4 platform. C4 Group developed the developed the tooling and fixtures to fabricate and align the components with very close tolerances to ensure successful operation of the final assembly. C4 Group’s knowledge of the Roller Chocks, MSH-4 platform coupled with their tooling, fixtures, and knowledge of the proper assembly sequence to ensure proper alignment and methods to match the MSH-4, qualify them to perform this SOW. No other contractor will be able to duplicate the knowledge, tooling, and fixtures without a substantial investment estimated at $120,000. C4 Group’s detailed knowledge of the Roller Chock, Fairlead, and MSH-4 platform gives them the unique qualifications required to accomplish this SOW. Therefore, it is imperative that this task is awarded to C4 Group immediately. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b). The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
