The Naval Surface Warfare Center, Panama City Division (NSWC-PCD) intends to award an Indefinite Delivery – Indefinite Quantity (IDIQ) contract with provisions for cost only task orders on a sole source basis to Woods Hole Oceanographic Institution (WHOI) (CAGE Code: 88846), 266 Woods Hole Rd, Woods Hole, MA, 02543 for research and experimentation support related to collaborative autonomy and acoustic communication efforts leveraging autonomous software, Remote Environmental Monitoring UnitS (REMUS) vehicles, and Micromodem experimentation objectives to include 1) engineering support for Navy autonomy and acoustic communications work, 2) modification of Micromodem systems, 3) modification of UUV systems, 4) logistics and test support, 5) integration of new autonomy or acoustic communication technologies with Navy systems, and 6) purchase or service of hardware or software supporting Navy unmanned systems. These services are not suitable for full and open competition for the following reasons. WHOI is the Original Equipment Manufacturer (OEM) and is the only source for the commercial acoustic Micromodem. WHOI maintains the proprietary design and data rights to the commercial Micromodem. As such, only WHOI has the expertise, technical data, equipment, and experienced personnel to successfully complete all acoustic modem tasking. Additionally, WHOI is the developer of the research and experimentation variant of the REMUS 100 and REMUS 600 UUVs. As the OEM, WHOI is the only source with sufficient in-depth knowledge of the Micromodem, and the research variants of the REMUS 100, and REMUS 600 that can provide required engineering support, make required design modifications, and provide experimentation support services. Therefore, WHOI is the only source capable of meeting the requirement. The Request for Proposal (RFP) number is N61331-21-R-0002. This purchase will be made under Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. Delivery will be to the Naval Support Activity Panama City, Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001 FOB Destination. The contract period of performance will be from award of the order through 12 months after award with four (4) option periods of twelve months each.
