The Naval Surface Warfare Center - Panama City Division (NSWC PCD) intends to award a sole source contract to Coastal Helicopters Inc., 7424 Coastal Drive, Panama City, FL 32404 for air services support with a specially modified Bell 407 helicopter with a weapons socket kit mounting and non-modified Bell 407, a Bell UH-1H, a Bell 206L, and fixed wing aircraft such as a Cessna 172 or similar. Support will include readily available flight crews for either manned or unmanned flights, the ability to acquire all flight approvals for any testing, ability to perform pre-test FAA certified approvals, pre-test sensor and support equipment integration and flight checkouts, and periodic flight testing support of sensor packages. This requirement is not suitable for full and open competition for the following reasons. Coastal Helicopter Inc. is the only known source that has the unique required Aeronautical Accessories Pylon Hardpoint Kits (407-854-001 L/H and 407-854-002 R/H) installed in accordance with Federal Aviation Administration (FAA) Supplemental Type Certificate (STC) No SR09540RC and Aeronautical Accessories Installation Instructions Report Number AA-10119 Revision H dated December 17, 2018 in order to support specially built pods structures required for the NSWC PCD flight tests. NSWC PCD has determined that Coastal Helicopter Inc. is the only vendor capable of performing the work. The resulting contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) type contract with provision for firm fixed price delivery orders. The contract period of performance will be for five (5) years, 12-month base period with 4 twelve month option periods. The NAICS code is 488190. SBA Size Standard is $35M. FSC is 1510.
