This action will award a firm fixed price for a customized Foxcom Iridium/GPS repeater and support services from Global Foxcom, 1315 Outlet Center, Smithfield, NC 27577. A description of the supplies or services required to meet the agency’s needs (including the estimated value). One Foxcom Iridium/GPS kit consisting of the following: 3 x Omnidirectional Iridium/GPS RHCP Antenna (Used outside) 3 x 5Meter Times LMR400 cable 3 x Directional Iridium/GPS RHCP antenna 3 x 10Meter Times LMR300 cable Outdoor antenna Manufacturer: Foxcom Model number: FOXANT-R-D-155-161-TF-0-00 Type: Omni directional, RHCP, Passive Indoor antenna Manufacturer: Foxcom Model number: FOXANT-R-D-155-161-TF-0-04 Type: directional, RHCP, Passive The Iridium/GPS solution will use two G4000 enclosure assemblies. G4000-M will be the internal unit used inside the facility and G4000-A will be the unit used outside. Global Foxcom will supply with each kit a CD with a user manual. Foxcom will supply with each Kit a Hardcopy of an ATR test page. The ATR will include standard Global Foxcom test for DC, RF (VNA and Spectrum Analyzer) and LED functionality. Foxcom will Supply Certificate of Conformance for each Kit. In addition to the hardware above, the Government requires support services as defined in the Statement of Work. This acquisition will be conducted using simplified acquisition procedures with a total estimated value greater than $25,000. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This purchase will be funded with FY20 RDT&E funds. The MCM MP Support Containers Project has a requirement to have the customized Iridium/GPS repeater system from Global Foxcom, a division of Onepath Networks LTD. This customized satellite communication system is required on LCS FRE and Indy ships to support pre-launch/pre-mission communications to both the Knifefish (KF) Unmanned Underwater Vehicle (UUV) and Unmanned Surface Vehicles (USVs) while below deck inside the Mission Bay area. The GPS-Iridium repeater system consists of two types of satellite communication subsystems: an Iridium repeater subsystem and a GPS repeater subsystem. The Iridium repeater subsystem will be responsible for transmitting and receiving Iridium signals, while the GPS repeater subsystem will be responsible for only transmitting GPS signals. The signals will be transmitted from topside antennas into the Mission Bay area without degradation or loss of signal for pre-launch communication testing of the KF UUV and USVs prior to deployment missions. Only Foxcom, a division of Onepath Networks LTD, manufactures Iridium/GPS repeater systems. This product and no other product will meet the need to be integrated into our production system. As such, the government does not expect significant savings through competition and it is more advantageous to the Government to award on a sole source basis to Global Foxcom for the procurement of the Iridium/GPS repeater system. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b). The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. For the reasons specified in paragraph 4 above, Global Foxcom is the only source that can meet the Government’s needs. This requirement will be synopsized in the government point of entry beta.sam.gov because it is estimated greater than $25,000.00. Any other facts supporting the justification. None. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made. As stated in paragraph 4 above, Global Foxcom is the only source that can meet this requirement.
