A.F. Technologies is the only responsible source capable of providing the required equipment. This purchase is not suitable for full and open competition and it is in the best interest of the Government to acquire this item using a noncompetitive purchase for the following reasons. The A.F. Technologies items have been selected and used by the LCAC-100 integrator for the LCAC-100 Auxiliary Power Units and the same equipment is required to compare test data during Post Delivery Test and Trials. Delivery will be F.O.B. destination 150 days after award of the order to the Receiving Office, Naval Support Activity Panama City (NSA PC), Building 100, 101 Vernon Ave., Panama City, FL 32407
