The NSWC PCD Modular Integration Division, Distributed Integration Branch (A33) Multiple Vehicle Communications System (MVCS) project has a need for lab testing and data analysis equipment. Through equipment analysis, market research, and discussions with hardware vendors, the Vertex equipment specified in paragraph 3 was determined to be the equipment that will best meet the project requirements as it is compatible with MVCS hardware and software and communications testing requirements. If another brand were to be selected, additional equipment, software reconfiguration, and engineering expert labor hours and would be required. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(a). The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, reoccurring cost, administrative costs, engineering and redesign costs, etc.) to meet the Government’s needs. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. For the reasons specified in paragraph 4 above, Vertex is the only brand that can meet the Government’s needs.
