Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001. This action will award a firm fixed price purchase order to Motion Control Systems, Inc., 6701 Viscoe Road, New River, VA 24129 for the repair of motor controllers in support of the NAVSUP SDV MK8 MOD1/MOD1D depot. The following item is being repaired at Motion Control Systems: Motor Control S/N: 028 This acquisition will be conducted using FAR Part 13.501 simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $250,000. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This purchase will be funded with Navy Working Capital Funds (NWCF). This procurement is intended to be sole source for the following reasons: The motor controllers referenced in the subject PR’s were custom manufactured by Motion Control Systems, Inc. for the systems referenced above. Other manufacturers of similar controllers have not been vetted or approved for substitution. For the Government to identify and evaluate another system, perform the field-testing of the equipment, produce the required documentation and drawings would cause additional expense to the Government and significantly delays to the support of the SDV. The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 4 above, for any company other than can provide the required equipment.
