The Naval Surface Warfare Center, Panama City Division (NSWC PCD) is soliciting competitive quotes BASED ON FULL AND OPEN COMPETITION for the design, fabrication, test and delivery of a Bi-Static Laser Line Scanner kit that meets the requirements of the attached Statement of Work and specification. The Contractor will be required to provide design and operation documentation for the scanner proposed. RESPONSES TO THIS RFQ SHALL INCLUDE A TECHNICAL PROPOSAL INCLUDING A DESIGN CONCEPT, ESTIMATES ON SPECIFICATIONS THAT COULD BE REALIZED USING THE DESIGN CONCEPT, AND JUSTIFICATION FOR THOSE ESTIMATES (WHICH MAY INCLUDE DRAWINGS, EXPLANATIONS, CALCULATIONS OR SPECIFICATIONS OF AVAILABLE SUBCOMPONENTS SUCH AS MOTORS AND ELECTRONICS). THE TECHNICAL PROPOSAL DOES NOT NEED TO BE A COMPLETED DESIGN, BUT SHALL DEMONSTRATE AN UNDERSTANDING OF THE TECHNICAL CHALLENGES, AND CONTAIN ENOUGH INFORMATION FOR THE GOVERNMENT TO EVALUATE THE FEASIBILITY OF THE DESIGN CONCEPT. THE TECHNICAL PROPOSAL WILL BE EVALUATED BASED ON THE LIKELIHOOD THAT IT CAN MEET THE GOVERNMENTS MINIMUM REQUIRED SPECIFICATIONS, AND ANY OF THE PREFERRED SPECIFICATIONS THAT IT MAY ALSO MEET. (SEE THE STATEMENT OF WORK FOR MORE DETAIL ON THE MINIMUM REQUIREMENTS, AS WELL AS PREFERRED SPECIFICATIONS). AWARD WILL BE BASED ON TECHNICAL MERIT AND EVALUATED ABILITY TO MEET THE MINIMUM PERFORMANCE REQUIREMENTS AND THE LOWEST REASONABLE PRICE. A firm fixed price purchase order is anticipated.
