SOURCES SOUGHT ANNOUNCEMENT No. N61331-19-SN-Q11 MK14 MECHANICAL MINESWEEPING CUTTER ASSEMBLIES FABRICATION SUPPORT SOURCES SOUGHT ANNOUNCEMENT & COMMERCIALITY MARKET RESEARCH Sources Sought Announcement No.: N61331-19-SN-Q11 Agency: Naval Surface Warfare Center, Panama City Division, Code 022 Posting Date: 5 April 2019 Closing Date: 15 April 2019 The Naval Surface Warfare Center, Panama City Division (NSWC PCD) is soliciting information from potential sources to fabricate (QTY) 530 MK-14 Mechanical Minesweeping Cutters. The cutters shall be fabricated in accordance with U.S. Navy drawing 3286189 (which lists related drawings). A fit test and function test will be conducted for a sample of 20 assemblies. Required Technical Deviations/Notes: Find Numbers 2,6,7,12, and 13 on Drawing 3286189 are Expendable parts and shall not be provided as part of the contracted MK 14 Cutter Body Assemblies. Find numbers 1,3,4,5,8,9,10, and 11 on Drawing 3286189 are part of the MK 14 Cutter Body Assembly and shall be provided as part of this contract. A Firm-Fixed-Price contract is anticipated. The NAICS Code is 332710 with a Small Business Size Standard of 500 employees. The FSC is 9520. This is a Sources Sought announcement, a market survey for written information only. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY ITEMS/SERVICES, NOR FOR THE GOVERNMENT TO PAY FOR THE INFORMATION RECEIVED. Responses to this notice shall be submitted to the Contracting Specialist, Davis Perkins via e-mail davis.d.perkins@navy.mil no later than 15 April 2019. Telephone responses will not be honored. There is no specific format or outline that submittals must follow. It is requested that interested businesses submit a capabilities statement, limited to a maximum of 15 pages in length (single-spaced, 12-point font minimum). Responses must reference the Sources Sought Announcement number and include the following: (1) Address capability of providing the MK-14 Mechanical Minesweeping Cutters (2) Name and address of interested firm (3) Size of business, including average annual revenue for past 3 years and number of employees (4) Ownership, i.e., Large, Small, SDB, WOSB, VOSB, SDVOSB, etc. (5) Number of years in business (6) Point of contact (name, title, telephone number, and e-mail address) (7) CAGE Code & DUNS Number In the event a solicitation is developed, it will be assigned a formal Request for Proposal (RFP) number and the announcement will be published in the Federal Business Opportunities (FedBizOpps). This announcement should not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. COMMERCIAL DETERMINATION MARKET RESEARCH The Government is also conducting market research to accompany the capability statements on whether or not companies consider the MK-14 Mechanical Minesweeping Cutters as commercial or non-commercial based on the definition contained in FAR 2.101. The Government is requesting that potential sources provide or demonstrate whether or not the proposed MK-14 Mechanical Minesweeping Cutters has been commercially provided. Please provide this information as part of the response to this sources sought. Responses are strictly voluntarily and will assist the Government with determining the acquisition strategy. The Government will not reimburse for your responses and no feedback will be provided.
